I cannot sign in to iCloud/iTunes on my admin rights user ID account on Windows 10. When I try I get this error: "verification failed. This action could not be completed. Try again." I cannot authorize my computer in itunes either.  I have bitdefender software which I disabled and it did not work either.

Correct I tried that too and contacted apple as well and currently my case is escalated to apple engineers but I received email saying this issue might be related to user account settings in windows since I have no problems logging in to itunes using my apple id and password on my ipad or iphone. Somehow I cannot use the same apple id on my windows laptop. Nor I can add my laptop to autohrized devices list in itunes or icloud.

    Odd

Can you login to the iTunes website successfully?

If so have you tried to uninstall iTunes, reboot the PC and reinstall iTunes from this link
