What version of Windows are you using?
Do you have any other device which could support Wi-Fi?
If yes, try check with it and see if you see the hotspot, if not, then there is an issue with your Mobile Device.

Hi,
I just bought a new Android phone and tried to connect my laptop to the internet through my phone's hotspot, but discovered that my laptop does not see/detect the hotspot although it is on. Oddly, it detects the hotspot of other phones nearby. Could this problem be with my system or with my phone? Any idea on how to get this resolved?
Thanks in advance for your suggestions.

Tethering is the act of sharing your phone’s mobile data connection with another device—such as your laptop or tablet—connecting it to the Internet through your phone’s data connection. There are several ways to tether on Android.
