Windows 10 installation stuck at "Setup is starting"

Hi, 

I am trying to install windows on my Asus laptop. I downloaded the installation media and installed Windows to my USB drive 32GB. I set the priority to my USB drive. Enabled legacy boot, disabled secure boot then I started with my installation. 

it boots from the USB drive and I click on "install now" then what happens is that it says "setup is starting" and it says there. I waited for an hour but it didn't go to the next step. I can still move the mouse cursor though. 

I deleted the media file three times and redid the same steps three times, but the problem still exists. 

This is not the first time I try to install Windows from a USB drive, I have done it multiple times in the past for friends and I never encountered this problem before. 

I did all I can to get it go work. is there any solution or an explanation as to why this is happening. Thanks

Note; I had Windows 10 on my laptop before but it was corrupted so I had to do a fresh install and now I'm stuck.

    Then the media was not properly booted and therefore it's not even close to a Clean Install which requires booted media and clearing all partitions off the hard drive exactly as I wrote out and in the tutorial steps.

    The only place where there's a Power Plan is in installed Windows, so it was executing the Command to Windows which was running the installer, meaning it was a Repair Install over itself and not anything like a Clean Install. A Power Plan command wouldn't be recognized from the booted installer.

    Did you boot the installer following the exact steps given?

    I gave you everything possible to get Windows installed from the top WIndows installation expert, which has helped million of consumers get WIndows installed without fail. I also promised to help you until it was installed. In reply you marked my post as unhelpful without a single comment or attempt to try anything? Are you kidding me?

    Setting the modern UEFI BIOS to Legacy is like buying a new car and turning off all the safety features. Why?

    I will give you all possible steps to troubleshoot installation failure which work in about 90% of cases. If not we'll go from there:

    Make sure all other drives and peripherals are unplugged.     Create the latest new Windows 10 Installation Media by installing Media Creation Tool and following the directions here: http://windows.microsoft.com/en-us/windows-10/m.... If you're using another PC to do this then uncheck the box for Recommended Settings to choose the exact version and bit rate for the target PC only.

    If the media won't boot you may need to enter BIOS/UEFI Setup (pressing key given in chart in link above) to turn off Fast Boot or Fast Startup first. If you can start Windows enter UEFI firmware here: http://www.isunshare.com/windows-password/four-...

    Choose the boot device as a UEFI device if offered, on first screen press Shift + F10 to open a Command Prompt, type the following commands, each followed by Enter key:

    DISKPART

    LIST DISK

    SEL DIS # (replace # with the disk # of the Windows disk from list in previous command)

    CLEAN

    EXIT

    Close Command Box, on second screen choose Install Now, then Custom Install, then at the drive selection screen choose Unallocated Space, click Next to let it create needed partitions and start install - this makes it foolproof.

    Make sure to follow the setup steps in the first link tutorial to complete your install. Drivers are important enough that those steps are printed in red.

    You will get and keep the best possible install to the exact extent you stick with the steps, tools and methods in the first linked tutorial. It's a better install than any amount of money could buy and a great learning experience that will make you the master of your PC.

    The steps I gave you are designed to find out what the problem is, but when there is no reply or interaction with them then I cannot know what the problem is.

    If the installation is that slow then there may be a problem with your hard drive.

    There could also be a problem with your media. Did you create it exactly as it says in the steps, using the Media Creation Tool and following the steps in the middle of the download page to create bootable flash media? Try again now: http://windows.microsoft.com/en-us/windows-10/m...

    I'm sorry I didn't know what I was doing. I was frustrated. 

    I will mark as answered even though it didn't fix my problem. Every step of the installation seems to take hours, literally every step. Even when I try to format my disk it takes an hour just to do that. 

    I'm really sorry again.
