Yes, it is. It is part of the System Service Host process which handles the dll files in Windows 10.

I never seen this process is my firewall not running? or?
Cause it's on and working properly can someone explain to me what this is?

Type Firewall in TaskBar search, open WIndows Defender Firewall, from left hand tool bar choose Restore Defaults, then Restore Defaults. Restart PC.
If problems persist
Run a full scan with the most powerful on-demand free scanner Malwarebytes:

In the Scan Settings first set it to include scanning for Rootkits.
If necessary run it in Safe Mode with Networking, or Safe Mode accessed by one of these methods: https://www.digitalcitizen.life/4-ways-boot-saf...
Clean up anything found, restart PC and then run again until it comes up clean.

If you want to keep Malwarebytes as an on-demand scanner then you can turn off its Real Time trial version in it's Settings > Account Details tab.

It is safe, it can sometimes use up significant CPU usage, if its doing the same to your system, launch Windows Defender Security Center
Click Firewall and Network protection
Click Restore firewall to default

2019-07-16T20:28:34+00:00 Hi I'm Peter an independent advisor, I've had the same problem myself and found the solution which is quite simple :
Go to settings -> update & security -> Windows Defender -> Open Windows Defender -> Firewall & Network protection
Then you need to disable the firewall for all the types of networks
once that's done click on restore settings
That should do the trick and you're cpu usage should return to normal.
Hope it helps, it did for me. Its worth running a virus scan too incase your system is infected
I'm not having any problems with cpu, i just wanna confirm if this is normal or not?
