What I am going to suggest is a repair installation of Windows as other users with the same issue have had success with a clean install of Windows using installation media from Microsoft.

A clean install is another possible solution to the issue.

However a repair installation would let you keep installed programs, personal files. etc. but Windows would re-detect and re-configure the hardware, hopefully solving a configuration issue.

As a general precaution back up critical files before attempting a repair install:

I had the same problem with a new DELL Precision 7530 (Intel i7 8850, Nvidia Quadro P3200, 512GB SSD & 216 GB SSD, 16 GB RAM) gained in July 2019.

During the Windows Update, I had the same screen. I checked the drivers in the device manager and saw 4 AMD drivers : 2 AMD-RAID Bottom Device and 2 AMD-RAID Controller with a version below the recommended by Microsoft.

From the AMD driver page, I tested the generic install program but it does not work because I did not have an AMD architecture.

From the same page, I had downloaded only the drivers (archive of some MB) and decompress it on my file system.

In the device manager, for each AMD driver (4 in my case), I have manually update the driver indicating the root of the local AMD driver directory and letting Windows find the correct driver. I have updated the 4 drivers before rebooting Windows (despite Windows wanted a reboot after each update). After a reboot, the PC works correctly and the 4 AMD have the 9.2.0.127 version. Finally the update to Windows 10 1903 passed with success.

    Regards.

PS : I have made several tests and reinstall of the system before finding the right method ...

You are experiencing the same issue as reported in the following topic - AMD RAID drivers are installed on an Intel system:

    https://answers.microsoft.com/en-us/windows/for...

The issue may be with the Dell recovery image - this is suggested in the following topic on the Dell forums:

    https://www.dell.com/community/Latitude/Cannot-...

Have you ever used the Dell support Windows recovery image?

    Also, can you check here:

Open the Device Manager and expand "Storage controllers"

    What is listed?

    Then expand "System devices"

Is ""AMD-RAID Configuration SCSI Processor Device" listed?

    Hi,

Can you provide the following information which may help determine any issue(s):

Windows Key + R > type msinfo32 in the "Open" box > OK > File > Save > then save as an .nfo file

Then make the resulting .nfo file available via a public folder on OneDrive or similar site.

Also, can you do the following:

Windows Key + R > type eventvwr in the "Open" box > OK > expand "Custom Views" and then right-click "Administrative Events" > select "Save all events in Custom View As" and save as an .evtx file

Then make the resulting .evtx file available via a public folder on OneDrive or similar site.

Here's a link on using OneDrive:
