Newly Opened Windows Appear BEHIND Currently Opened Window

This just began happening a week or two ago (today is 7-7-2019) from what I can tell.  It occurs no matter what kind of window is currently opened nor which kind of window I then open to view.  I have to minimize my window and go find the window I've just opened.  Would appreciate any simple help in resolving this issue.  It may have happened with an automatic downloaded Windows Update, as I haven't changed ANYTHING in Windows programming.  Thanks in advance!

    I have no other choice but to use the forums unless I want to pay$$$ for a fix; but since I made no changes to how my Windows operate, it seems only logical that this was no my doing.  As far as using forums, I want to learn, but one has to crawl before they can walk, and walk before they can run.  I'm not savvy with computer settings, programming, etc., and your instructions were way over my head, leaving me more frustrated than the original problem. (sorry, just being honest.)

    Its something in your install or we would see many more reports of it since there are nearly a billion Windows users now.

    So I gave you Illustrated tutorials you can click on to see how to perform each step. I also said that I would help you perform any steps where you needed help.

    Did you not want to try anything? A forums is where you learn to do it yourself.

    Go over this checklist to make sure the install is set up correctly, optimized for best performance, and any needed repairs get done: http://answers.microsoft.com/en-us/windows/wiki...

    Start with Step 4 to turn off Startup freeloaders which can conflict and cause issues, then Step 7 to check for infection the most thorough way, then step 10 to check for damaged System Files, and also Step 16 to test a new Local Admin account. Then continue with the other steps to go over your install most thoroughly.

    If this was caused by a Version Update then for 10 days you can roll it back in Settings>Update & Security>Recovery and then hide it until it matures using the Hide Updates Tool which is explained more here:

    If this was caused by Windows Update(s) then you can check which were installed at Settings>Update & Security>Windows Update under Update History, then uninstall them from the link there, and immediately hide with the Hide Updates tool downloaded from here: http://download.microsoft.com/download/f/2/2/f2...

    You can also use System Restore to get before the problem began, then check for Updates with the Hide Update tool and hide them: http://home.bt.com/tech-gadgets/computing/how-t...

    Thanks for responding so quickly.  All the fixes you supplied and suggested are not simple (to me) and "above my pay grade", so to speak, so I'm not comfortable attempting them.  Half of what you wrote I don't even follow or understand.

    It must be a Windows issue, (of which I've not changed the settings), so it is up to them to fix it.  I've tried reporting it, but the links on Microsoft don't allow me to even do that. So unless they fix it in their next update, I'm stuck with this.
