error 0x800f0954

If you receive error 0x800f0954 when trying to install optional Windows functions, your system may not be able to access the Windows Update server.

You can solve the problem by temporarily skipping the WSUS server. You can easily do it by performing the following registry edition:

Press the Windows key + R to open a Run dialog box. Then, type "regedit" and press Ctrl + Shift + Enter to open Registry Editor with administrative privileges. When prompted by the UAC (User Account Control), click Yes to grant administrative privileges.

Within the Registry Editor, use the left panel to navigate to the following location: HKEY_LOCAL_MACHINE \ SOFTWARE \ Policies \ Microsoft \ Windows \ WindowsUpdate \ AU Note: You can also paste the address directly into the navigation bar and press the Enter key to get there instantly.

If the Windows update key does not exist, you must create it manually. To do this, right-click on the Windows key, select New> Password and name it 'Windows Update'. Then, right-click on the newly created password and select New> Password and name the newest password AU.

With the AU key selected, go to the right panel, right click on an empty space and choose New> String Value. Then, rename the value of the newly created string to UseWUServer.
Once the UseWUServer key has been created, double click on it and set its value data to 0.
Close Registry Editor, restart your computer and see if the problem was resolved at the next system startup.

Using PowerShell to install .NET Framework 3.5

Press the Windows key + R to open a run command. Then, type "powershell" and press Ctrl + Shift + Enter to open an elevated Powershell indicator. When prompted by the UAC (User Account Control), click Yes to grant administrative privileges.

Inside the elevated Powershell prompt, type the following command and press Enter to execute it: Add - WindowsCapability - Online - NetFx3 Name ~~~~ - Source D: \ sources \ sxs

Close the high Powershell indicator and restart your machine.

At the next system startup, try installing .NET Framework 3.5 once more and see if the problem has been resolved.
