After a clean install of Windows 10, no audio on system

After a clean install of Windows 10 on a new hard drive, everything is back up except the sound.  I have no audio on the system, my speakers are working, I tested them on my phone.  I ran the Troubleshooting on the device; results were "No speakers, headset or headphones are plugged in."  which the speakers are definitely plugged in.  Looked at Device Manager, and properties. the message there read "Device cannot start (Code 10), Insufficient resources exist to complete the API".  I have tried deleting the audio driver and reinstalling, manually installing new drivers.  Nothing has worked, looking for suggestions.

The version of Windows 10 is 1903 Build 18362.239.

    I'm Stefano an Independent Advisor, here to help you.

    I suggest you to check your filesystem:

    1. Type "cmd" in windows search bar
    2. Right click on "Command Prompt"
    3. Select "Run as Administrator"
    4. Type "sfc /scannow" without quote and press ENTER

    Then :

    1. Type "cmd" in windows search bar
    2. Right click on "Command Prompt"
    3. Select "Run as Administrator"
    4. Type "DISM /Online /Cleanup-Image /CheckHealth" without quote and press ENTER
    5. Type "DISM /Online /Cleanup-Image /ScanHealth" without quote and press ENTER
    6. Type "DISM /Online /Cleanup-Image /RestoreHealth" without quote and press ENTER

    Then uninstall and reinstall again your audio card:

    1. Press WINDOWS + X
    2. Click on "Device Manager"
    3. Click on "Audio controller"
    4. Right click on your audio card
    5. Click on "Uninstall device"
    6. Click on "Detects Hardware change" (monitor icon)

    Followed the steps as outlined above, it had no effect.  Still have no sound, and the notifications are the same.

    Hi..,I am Vanshita, an Independent Windows Advisor. I am here to work with you on this problem.

    I suggest you to go through the below steps and check if it helps.

    1.- Press ‘Windows key + I’ together to open ‘Settings’.

    2.- Click on ‘Update & Security’.

    3.- Click on ‘Troubleshoot’.

    4.- Click on ‘Playing audio’.

    5.- Click on ‘Run the troubleshooter’.

    If this does not work you can update the Audio drivers.

    1. Take actions related to Audio Driver

    Windows Key+X > Device Manager > View tab > Show hidden devices > Sound, Video & game controllers > Right Click on the entry below (if more than one, then you will have to repeat the steps for all) > Properties > Driver Tab >

    A. Roll Back - If Roll back driver is enabled, roll it back

    B. Update - Update driver

    C. Download and reinstall the driver from computer manufacturer's website - If you face issue, let me know your computer make and model?

    1. Check if Windows Audio service is running or not

    Windows Key+R > Type services.msc > Scroll down to Windows Audio > Change the startup type to Automatic > Restart computer

    1. Check Speaker / headphone is not disabled and is set as default

    Type Sound in Windows Start Seach box > Click Sound > Under Playback tab, right click on an empty space and select, Show disconnected devices and Show disabled devices > Select Speaker and click on Properties and make sure that it is is enabled > You may also check if the Speaker that you are using is set as default.
