Please know that despite the Movies & TV app displaying that the download is stuck on Pending, the movie is actually being downloaded.
This is a bug that's being investigated with the Movies & TV app.

I purchased a movie on Microsoft Store and when trying to download in Movies & TV it goes to "Pending" and just sits there no matter how long I wait. I have tried from my account using IE, Edge, Chrome, Brave, and Opera and launching Movies & TV with the same result. I have tried from the Movies & TV directly - no change. I have tried the various "fixes" Microsoft and other sites suggest - all a waste of time. This is the only site I have trouble downloading videos from.
I am using Windows 10 Home ver. 1903 installed on 8/21/19, OS build 18362.295 on a Gateway NE56R laptop with a 2.1 GHz x64 CPU with 4 gigs of RAM. And yes, the laptop is in the Devices list in my Microsoft account.

The Microsoft tech did a remote desktop type connection and found some uncorrectable corruption with Movies & TV on the laptop, so he started a reinstall of Windows 10 which ran while the laptop was still usable, unlike a full blown reinstall. He called it something like a live install - I forget exactly. Anyway, it helped and I was able to download the movie this morning. I have also created an image of the partition with Windows on it in case I need it down the road.
Thanks for your assistance.
Andre,
Thanks for the suggestions but it didn’t help. Option 2 did find and repair a corruption but it doesn’t appear to have made a difference. I guess I’ll have to contact Microsoft for help using the link you provided.

This might also be a temporary issue, sometimes, issues like this resolve itself on its own. But, I would also try contacting support if it does not so they can investigate it.
Yeah, looks like you will have to reach out to support on this one. Please let us know how it goes.
