Teredo unable to start, says offline with no error

Okay I have been having this issue for so long that I am close to pulling a summit on my monitor. Teredo is always disabled, no matter what I do, and I rarely ever am able to use xbox party chat.

I have tried every fix from Microsoft, do NOT link me the support page on "NAT Type Displays Unable to Qualify" I have read this more than my own name.

If any programs are known to block it, PLEASE LIST THEM

    Give this a try..

    Start, type: CMD

    Right click CMD

    Click Run as administrator

    Type in at the prompt OR Copy and Paste these one at a time : (Hit enter after each)

    netsh int teredo set state disable

    netsh int teredo set state type=default

    netsh int teredo set state enterpriseclient

    netsh int teredo set state servername=teredo.remlab.net

    If you have a VPN, try disabling it.

    or

    Press Windows key + X

    Click Command Prompt (Admin)

    Type the following commands, pressing Enter after each command:

    netsh int ip reset reset.txt
    
    
    
    netsh winsock reset
    
    
    
    netsh advfirewall reset
    

    Restart then check if its fixed.

    Didn't help, but the second fix I hadn't tried. Does it matter if I have certain parameters for teredo entered in local group policy editor?
