How can I use the physical keyboard without the on-screen keyboard automatically closing out?

This a part of a solution I am seeking for a disabled individual that desires this functionality. The on-screen keyboard should still be able to be turned on/off (and not be permanently on). I am open to advanced or unconventional solutions.

    My name is Anthony, an Independent Advisor trying to help.

    To do this, as follows, you can activate your keyboard on the screen and set so that you can use both keyboards, both physical and on-screen:
    

    • Right-click on the taskbar and activate the option «Show the touchpad button»:

    • From there you will see a new keyboard button on the bar next to the clock

    • Press the button to access the on-screen keyboard.

    • To activate the advanced keyboard, enter the start button configuration tool.

    • Enter the Accessibility> Keyboard menu and activate the on-screen keyboard.

    • It will automatically be activated.

    Thank you for the help. This resolves the issue, but raises another question. How can I make it so that opening the keyboard via the icon in the lower right allows for the desired functionality of using both keyboards? I know I can use the keyboard that opens by accessing the on/off switch in the settings menu. However, the user in need can't hit three keys at a time. The user could use the on-screen keyboard to type windows key + ctrl + o, but is there a way to open the keyboard with the desired functionality via the icon to save the user some time? Thank you.
