Ah ! Those are the language files. Of course... I knew that ! Just testing you.  in the folder back, the game runs.
The problem is as I thought : the others languages are available, we just have to know how to select them.
You are right : I could play in English but I find strange they say it is available in French but you can't choose it and I'm doing this for others people who could only play in French.

[EDIT: I thought the two options that didn't show unless using the shortcut in the Library to launch the game were only happening because of
using the Library, but they actually only show when the command is added to the Steam launch option, and the game is launched
via the Library shortcut.
I'll have another go using the .xml. I didn't pay a lot attention as I generally just make changes with files like this that have been suggested,
so not sureI know what to do. ]
- For what good it is. I checked another save and still only get Fr\de in the FMV. Maybe others on Steam only tested as far as the intro FMV ?
- I just had a look a the Bink videos and a lot of the dialogue when watching the between levels FMV sequences via VLC or the Bink player
was not happening. I guess the dialogue for each language is embedded in the videos somehow, so you have to run the game
to get the selected dialogue happening in whatever language.
Oddly, the in game video sequences still have English dialogue. Highly irregular, I reckon.
.... Ah well! At least you don't have to play in French. I wouldn't have a hope if a game didn't run in English.

2019-08-03T08:51:09+00:00 Someone manage to change the language of the cinematics by changing a line from the locale_config.xml. That means the language packs should be included in this version too.

And it is odd Remedy forgot to include the language packs in the folder.
For now, I try to find a fr patch that works.
