Thanks for your advice but it seems that Local Security Policy is only available in the Windows 10 Pro, Enterprise, and Education editions while mine is Home edition.

I have three Windows 10 1809/1903 computers in my home network. While two of them can access the shared folders on each other, both cannot access the shared folders on the third one - Error code: 0x80070035. In the third one, \localhost command does not work either, though ping 127.0.0.1 is OK. From the third computer there is access to the shared folders in the other two computers. I have checked the Advanced Sharing Settings, Windows Features and services.msc but to no avail. Thank for any advice

I have been researching on this issue, and would like to know if you are using any Anti-Virus program. If you are using any Anti-Virus program, I suggest you to try disabling Anti-Virus program and see if that helps.
Note: If you disable the security software or firewall, the system might be temporarily exposed to security threats and risks. Please make sure to turn it on after performing the steps.

I understand that you get an error while accessing files from the shared folder in the network, we will look into this for you. However, please reply with the following detail:
However, as you have mentioned that you were able to ping the IP address, I suggest you to check if you are able to access the shared folder by using the IP address. To do that, type \\ipaddress in the search bar on the Taskbar and hit Enter.
You may also try enabling Net BIOS on all the computers and see if that makes any difference. Please follow the steps mentioned below:

Thank you for your email and advice. I followed your instructions but unfortunately to no avail.
The problematic computer is my main one. Its current version is 1809 installed on 19/01/19 and the OS build is 17763.678but this problem existed since over a year no****w. I've recently revived an older computer after performing Recovery and installing the latest 1903 version, that allowed me to re-investigate this persistent and nagging problem. The third computer is also version 1809. All three computers are desktop with regular updates.
As I've first mentioned, the problem is only with the access to this problematic computer, in all other directions and combinations the access is OK.
I believe that the main issue is with the fact that \localhost is not working, with error code 0x80004005, as this is within the computer itself. The error code with the access from the other computer is 0x80070035. \\ipaddress also failed with the same last error code, only ping to 127.0.0.1 works.
