HELP - Overheating/Shutdown issues

Awhile ago my CPU recently started overheating and my computer has been shutting down automatically. 

Since then I've reset my pc, cleaned the fan , changed the thermal paste and for the most part, restored the hardware settings to its default. Also updated my BIOS but no difference, I still get terrible temperature with not a lot of cpu usage. I've started looking for information to see if I can find anything on when the problem started and this is all I got.

    Reduce the load on resources by turning off all of the Startup Freeloaders from the four locations they roost shown in Step 4 of this checklist: http://answers.microsoft.com/en-us/windows/wiki...

    Monitor the temps with CoreTemp from the System Tray, set it to sleep when it reaches Core Max temp it will calculate.

    Add another or more powerful fan.

    For a laptop add a cooling pad.

    Have the leanest possible install like this gold standard Clean Install which compiles the best possible Install of Windows which will stay that way as long as you stick with the tools and methods given, has zero reported problems, and is better than any amount of money could buy: http://answers.microsoft.com/en-us/windows/wiki...
