Black screen or initializing intel boot agent

So I went into the bios in my pc to try and turn on 

Viritualzation while I was there in the boot menu I turned the bios on all days of the week and set no time frame. When I went to restart to turn the days of the week off it just leaves it at initializing intel boot agent, so I made a bootable USB drive with the tool and Rufus and now it's iust a black screen with a single blinking _ how do I fix this?

Also I have no boot options all the F keys and Delete wont take me to any other screen.

    My name is Jeffrey and I am an Independent Advisor. I would be happy to help you today.

    Try entering Safe Mode to repair

    Press and hold the power button for 5 to 10 seconds to perform a complete shutdown

    Do this three or more times.

    Windows will start in the Recovery Environment and from there you can access System Repair, Safe Mode, Command Prompt

    Go to Troubleshoot - Advanced options - Reset this PC

    Then you will have 3 options:

    Keep my files and applications

    Keep my files

    Not save anything

    Select the option that suits your needs and click Reset

    If after executing these steps you still cannot log in, you can create a Windows USB to repair it.

    I recommend you look for another computer to create a USB and repair Windows

    So, after 10 attempts at 10 second resets and also pulling the power cord to force it into recovery it still turns on  right to this Initalizing Intel Boot Agent GE v1.3.76 per 2.1 Build 090 (wfm 2.0) I have made a bootable USB drive it just comes on to a black screen with a blinking _  I made 4 of them all the flash drives do the same thing o.o see no windows logo no time to press f keys and if I press them after I turn the power on it takes me nowhere

    Impossible I cant axcess the computer the bios or anything else as soon as I turn on the computer it just displays initalizing intel boot agent

    I did that for an hour turning it on and off just trying all F1 F2 F3 all the way to F12 even the delete key and trying control s when I saw The text initalizing intel boot agent. Nothing changes. When I insert any of the bootable installers the screen just stays black
