Cannot turn transparency effects on windows 10

My Tab bars are blacked out and I have other color issues.

I cannot turn Transparency effects on.

I also cannot check the boxes under Show accent color on the following surfaces:

Start, taskbar, and action center

Title bars and window borders

Windows for home | Windows 10 | Settings

    Hi Ken

    If you do not have those options, you are running an older version of Windows 10

    If your system is stuck in a High contrast Theme, then that will have disabled the Transparency in Windows 10

    On the High Contrast setting page, is the button to turn that off not enabled?

    Possibly upgrading your system to the latest version of Windows 10 would resolve all this for you . . .

    Click the link below, then click 'Update Now' on that page to immediately get 1903 and bring your PC right up to date

    Hi Kenneth

    This may be due to changes made to those settings in version 1903 . . .

    Open the Settings App (gear icon on your Start Menu)

    Go to Personalization - Colors

    Set 'Choose your Color' to Custom

    Set Windows Mode to Dark

    Set App Mode to light or Dark

    Then that option to change the Taskbar color . . .etc. should be active . ..

    If you still cannot set the Transparency option, go to the support page for your PC, then form there, download and install the video card device driver they recommend, that may be older than your current version, but it will be more compatible . . .

    Dave,

    I can't figure out how to get a screenshot of that page into this forum.

    My page does not look like the one you sent.effects option

    There is no Choose your color drop down box, no choose your Windows default mode or Choose your default app mode.

    At the top of the page is a box or picture showing my desktop theme/picture and below that is the Transparency effects on/off button.   the other thing not working correctly is High contrast settings - I cannot turn that off.  It give an error message that says "This theme cannnot be applied to the desktop.  I think it is related to my problem.

    Thanks for the reply.

    I have tried that. 

    I cannot turn Transparency effects on, I cannot choose your accent color or check the automatically pick box.

    It's as though they are disabled.
