HID Compliant Mouse not working correctly after upgrade to Win 10 Version 1903

I am running Windows 10 Pro.  On 10/03/2019 I upgraded to Version 1903, OS Build 18362.388.  Since then, double-click with my HP wireless mouse does not work; prior to that, it did under 1803.  It is a real hassle having to right click to get a drop down and then clicking Open.  Please don't waste my time with the advice to change the click speed; been there, done that.  I see that after several upgrades, the HID Compliant Mouse breaks.  Would you please publish a fix?

    Makes me mad that I had to do this but I bought another wireless mouse tonight, a Microsoft-branded mouse so of course I paid $10.00 more for it.  It plugged right in and worked.

    I'd still be interested to know why an HP-branded wireless mouse no longer works in an HP-branded laptop.

    Greetings! I am Vijay, an Independent Advisor.

    1. Take actions related to mouse (Check after each step A, B and C)

    Windows Key+X (Or right click on Start) > Click Device Manager > View (on top bar) > Show hidden devices > Expand Mice and Other Pointing Devices > Right click on the mouse listed there >

    A. Roll back - Click Properties > Roll Back - Under Drive tab, if Rollback Driver is enabled click it > Reboot

    B. Uninstall - Uninstall > Reboot and the driver will be automatically installed

    C. Update - Update Driver > Click Update Driver Software > Click Browse my computer for driver software > Click Let my pick from a list of device drivers on my computer > Choose the driver > Click Next to update > Reboot

    If this does not work, select Search automatically for the updated driver in place of Browse my computer for driver software > Reboot

    1. Also make sure that your BIOS is up to date.

    That totally broke the mouse.  Now there is no driver installed and I am stuck using the touch pad.

    Okay, to get the mouse back, I removed the dongle from the USB port, opened Device Manager, and watched for changes as I plugged in the dongle and removed it several times.  I noted the devices that would appear and disappear as I plugged in and unplugged the dongle.  Once I identified those devices, I went through and updated each driver using the "Allow me to chose" option.  I rebooted and now at least have my wireless mouse back.  It recognizes single clicks (albeit slowly) but still does not respond to double clicks.  I downloaded HP's most recent driver for the Link-5 mouse and installed that but it still hasn't resolved the issue.  Double click doesn't work in File Explorer, Gmail, etc.  I have noticed that the mouse moves the pointer to a place like the search box but a single click does not move the cursor there; I need to left click on the Synaptics button to move the cursor there.  Same thing if I Win-X; it will display the menu but I cannot left click on my wireless mouse to select an option.  I have to use the left button on the Synaptics pad.  Bios is current according to HP.  And thanks, Microsoft, for NOT keeping the restore point from two weeks ago.  I can't go back and am stuck with this problem.

    I have also noticed when I use the wireless mouse, if I left click within a scrollable area, it does not release control of area when I release the left button.  When I release the left button and move the mouse, it will scroll the area as if I was still holding down the left button.  It takes a few seconds to recognize that I am no longer holding down the left button.

    Any other ideas?
