Update Failed - (KB4512941) Windows 10 1909

2019-08 Cumulative Update for Windows 10 Version 1909 for x64-based Systems (KB4512941) - Error 0x800f081f

I've been with two different customer support reps that have attempted to fix this issue. The first rep was on a good track then got "disconnected" then the second rep tried to tell me that his method would not delete any of my files or applications, yet he tried to completely reinstall windows on my computer from an ISO thus attempting to delete everything off my computer.. 

Upon researching the error code 0x800f081f and 0x8024200d_(This was another error produced in the update history) I came across some interesting information.. This error code usually appears when Microsoft tries to update a new build of Windows system. The reason behind it is that some update files are missing or corrupted.

Really Microsoft? Come on, this is the 3rd consecutive build you have broken..

The steps that have been taken to attempt to resolve this issue are listed below.

In the command prompt as admin I tried...

#1 sfc /scannow - This produced another error message that there were corrupt or missing files but the sfc could not fix the issue.

#2 dism.exe /online /cleanup-image /restorehealth - completed with no issues resolved.

#3 chkdsk /scan - completed with no issues.

Application wise, I have attempted to repair the Windows Update with the Windows Update Troubleshooter.. It has identified an issue but was also unable to resolve the issue.

I've also tried to manually install the update via the Microsoft Update Catalog, this produced the same result of a failed install. However, produced no error code in the application other than "Failed" then proceeded to the close out screen. 

This is becoming a nuisance on my intention span and pettiness regarding updates to my computer. My Windows Version is 1909 with OS Build 18363.327. I want answers to this or acknowledgement that there is indeed an issue with this cumulative update. 

My computer specs are as follows..

  • Make: Lenovo IdeaCentre
  • OS: Windows 10
  • Sys Type: x64 
  • RAM: 24GB
  • CPU: i7-4790k @4.00GHz
  • HDD: 2x 1TB HDD ( C: and D: )

You are not alone with this issue, but remember that you are using previews build and anything odd can happened with these previews.

There is on thread about this issue in Windows Insider forum, where also this question should have been posted.

It seem that this issue is mainly for those who don't belong to lucky 10% who get 18363.327 automatic via Windows Update, but they use other methods to get that update.

There is also one thread created when 1909 was released to Preview Release rind. There is explained how this update is done: Basic build 18362.xxx is updated to 18362.327 with CU and elevate to 18363.327 with another CU.

    Hi v

    Can you please attempt the repair upgrade from another user account? It is possible there might be an issue in your current user profile preventing updates from installing properly.

    Could you confirm if this also happens in the default Administrator account?

    Open Start

    Type: cmd

    Right click CMD

    Click Run as administrator

    At the command prompt, type:

    net user administrator /active:yes

    Hit Enter

    Close command prompt, restart, then try signing into the Administrator account.

    Download the Media Creation Tool Now

    Right click the MediaCreationTool.exe file then click Run as administrator.

    Accept the End User License Agreement:

    Select the option Upgrade this PC now if you want to upgrade right away,

    Click Next

    Accept the End User License Agreement.

    Wait while Windows 10 setup does one final check to ensure your system is ready.

    Windows 10 setup will check if you have enough disk space.

    Please note, you have the option of choosing what you would like to keep, which includes personal files, apps and settings.

    If you want to perform a new install or just keep your files click Change what to keep. Once you have chosen the desired options, click Install to begin.

    This will be your screen for a little while. During the installation, your computer will restart several times.

    After the first restart, Windows 10 setup will resume. You will notice the setup experience has once again been refined from the previous animated circle. This will be your screen for a while. When complete, Windows 10 setup will restart automatically.

    Sign into your account.

    Wait while Windows 10 completes application updates and post setup tasks.

    That’s it, the Windows 10 Feature Update is installed.You can check Windows Update for latest updates, click Start > Settings > Update & security > Windows Update > Check for Updates.

    How to prepare your computer before upgrading?

    Although updating to Windows 10 version 1903 is a relatively simple process, similar to a repair upgrade; users should perform some basic pre-requisites before initiating the upgrade.

    If that does not work, I recommend you perform a custom install.

    From another working computer, download and make a bootable copy.

    Once your computer is set to boot from the DVD or USB, you should see this option.

    The Windows logo will appear on screen, this might be here for a while, as long as you see the indicater, everything should be ok.

    Select your Language, Time and Keyboard method then click Next.

    Click Install now

    Setup will also prompt you to select the edition you have a license for - Home or Pro. Please make sure you choose the right edition. If you choose the wrong edition, your only option will be to perform a clean install again.

    The copy of Windows 10 you download and upgrade from will correspond with the edition of Windows you have installed, if it does not, this is why you might be experiencing problems activating:

    Windows 7 Starter, Home Basic, Home Premium, Windows 8.0 Core, Windows 8.1 Core should install Windows 10 Home

    Windows 7 Professional, Windows 7 Ultimate, Windows 8.0 Pro, Windows 8.1 Pro should install Windows 10 Pro

    IF YOU ARE NOT SURE WHICH EDITION YOUR SYSTEM CAME WITH, CHOOSE WINDOWS 10 HOME.

    Wait while Setup starts.

    Accept the license terms and click Next

    Click Custom

    Select the Primary Partition then click Next

    You will receive the following warning:

    The partition you selected might contain files from a previous Windows Installation. If it does, these files and folders will be moved to a folder named Windows.old. You will be able to access the information in Windows.old, but you will be able to use your previous version of Windows.

    Click OK

    Wait while Windows installs

    When this phase of setup is complete, Windows will automatically restart and reboot into setup again.

    Windows is detecting and installing your hardware. After this is complete, Windows will restart one last time.

    Out of Box Experience

    The Out of Box Experience page is where you get to configure detailed settings in Windows, which includes creating a user account, privacy, sync PC settings and install modern applications.

    Windows will check if there is an active Internet connection. If it does not find one, you will be presented with the following screen.

    Create a Local Account and click Next

    Wait while Windows finalizes your settings

    Continue to wait while Windows installs modern applications.

    When setup is complete you can retrieve any personal files from the Windows.old

    Browse to C:\ Local Disk and open the Windows.old folder

    As mentioned above, the second rep attempted this, in this form. However when it became time to "upgrade" the options to keep my files were locked. I'm not going to completely reinstall windows to fix an issue that will just be reproduced upon updating to the 1909 Package. My data is worth far more than some bug and I refuse to go that route again. I've done it once and I have lost critical defense contracting data that was virtually unrecoverable, never again will I attempt this measure.

    If an update is not installing or making your system unstable, I would remove the update and or block it from installation.

    Due to the millions of configurations out there, some might not be fully compatible with a particular cumulative update.

    Press Windows key + R

    Type: appwiz.cpl

    Hit Enter

    Click View installed updates

    Select the recent update

    Right click it then click uninstall.

    Restart into Normal mode then check if stability/functionality is restored. If it is, proceed with the next steps.

    What I recommend you do is block the update for the time being and report it in the Feedback Hub so the Windows engineers are aware of the issue.

    Yes, Microsoft has released a KB update (KB3073930) that will let users block or hide Windows or driver updates.

    You can download it at the following link:

    After downloading, launch it, click Next, wait while it detects pending Windows Updates.

    Click the Hide Updates menu.

    Scroll through the list then select then select the update. Check the box next to the update then click Next to confirm changes.

    I am unable to uninstall this particular update, it gives me an error that it is unable to be uninstalled or not all portions have been uninstalled. I've attempted this method now, and it does not work.
