In Settings> Network and Internet> Status, how is your modem, cell, ethernet or other connection classified? If you prefer, post the screenshot.
Access your modem's control panel, go to tools-> options-> profile management and try to set up a RAS connection: Click on Network> connection type = Ras.
Then try again.
Eventually try to perform these network resets:
Open CMD or PowerShell and run as an administrator, copy and paste the following commands by pressing enter at the end of each command line:
netsh winsock reset
netsh int ip reset
netsh advfirewall reset
Close the computer at the end of all commands
