I use WinTV on my PC. The one I got is a little USB Tuner device with one of them TV antennas you stick on the wall or window. Mine works well.

Is it possible to get live TV on my computer that has a modem on the cable that has both Internet and TV on it.

Most cable-TV/Internet companies have their own website where you can watch live TV on your Computer. For example, I have Spectrum, so there is a web site https://watch.spectrum.net/livetv that allows me to view the channel listings, and pick a channel to watch on my PC.
Since it's web-based, there's no need to download or install any software on your PC...

But you can also just "Bing it" instead of "Google it" when searching. haha
You probably know about the Live TV services that you can subscribe to.
If you want to put your cable TV on your computer then you can get a tuner of some sort.
The "HD Home Run" is one of those devices that allows you to get your channels on your PC and devices in your home through the WiFi, I believe.

Yes, you can get Live TV on your PC, it depends where you are in the world and what stations you would like to view . . .
There are many official websites that allow you to watch Live TV, you just need to Google the TV station name and Live Stream
The modem and cable will not be a limiting factor . . .
