Go Settings, Personalization, Taskbar, turn off "Replace Command Prompt with Windows PowerShell in the menu when I right click the start button or press Windows key+X.
cannot access command prompt or command prompt (admin) from start menu
I was using Pinnacle Studio when it froze. On rebooting I discovered I had to reinstall my drivers for video and audio. I decided to use SFC /Scannow to check Windows. I discovered I could no longer access cannot access command prompt or command prompt (admin) by right clicking the start menu.
I have since run SFC using CMD with no errors.

Greetings! I am Vijay, an Independent Advisor. Looks like this has been replaced by Powershell in your Start menu. If yes - Windows Key+i > Personalization > Taskbar > Toggle on Red zone as in picture
If this is not the case, let me know.

I created a new user with Admin status. Same problem.
I have now reset Windows and still have the same problem. Tried another user with the reset Windows - still no good.
I think my last resort is to wipe the disk and start again.
I have wasted so much time so far.
I will wait for your reply before I do just in case.

My name is Lester and hopefully, this helps answer your question.
Solution 1. Update PATH System Environment Variable to enable CMD to work
- Type: environ in the Search box and select "Edit" the system environment variables to open "System Properties with Advanced".
Fix Command Prompt not working issue with PATH.
- Open Advanced Tab on "System Properties" and click "Environment Variables".
Update PATH System Environment Viriables to fix CMD not working issue.
- Click "PATH" in Environment Variables and click on "Edition".
Repair CMD to work again by updating PATH System Environment Variables.
- Create "New entry" and add: C:\Windows\SysWow64, then click "OK".
Make Command Prompt back to work again in Windows 10.
- Reboot PC and then you shall be able to use CMD in Windows 10 again.
Solution 2. Try to do an in-place upgrade wherein it will repair and update your PC without deleting any files on the PC.

If you're ready follow the steps below.
- go to this link: https://www.microsoft.com/en-us/software-downlo...
- Select Download tool, and select Run. You need to be an administrator to run this tool.
- On the License terms page, if you accept the license terms, select Accept.
- On the What do you want to do? page, select Upgrade this PC now, and then select Next.
- After downloading and installing it should be back to normal.
