If they are joined to the on-premises AD, then you can Hybrid Azure AD Join the Windows 10 devices and then create a GPO to enroll them into Intune. Hi,
There are around 30000 number of workstations are in On Premises Active Directory.
How these workstations can be enrolled to Intune? Is there any Plan and Procedure exists?
Please help me

Agree with NickHogarth, we can choose GPO to do the enrollment. And if these devices are already managed by Configuration Manager, we can also consider to enable co-management for existing Configuration Manager clients. Here is a link for the reference:
