An Administrator has blocked you from running this app mmc.exe

Dear Community,

Recently, I got an Error which prevents me from opening Device Manager, Computer Managment and etc.

My Windows 10 Version is Home 1903.

I am using HP Laptop but I don't know does it matter. I am the only User(Administrator) in this laptop. 

But I am still avaliable to run these programs through Command Prompt (Run As Administrator). 

I tried to Restart Laptop and it didn't help.

I tried to Turn off SmartScreen options but still it didn't help.

I don't know what to do with this. Can you help me to find a solution?

    Dear Kapli Arya MVP,

    I have resolved this problem after unistalling Kaspersky Internet Security on my Laptop. I didn't think that this program could cause this problem with Admin Rights.

    I have tried to do all steps but still It didn't help me to solve this error.

    1. You lost the Administrative -

    I tried to do this but the user name could not be found. I think that i did something wrong.

    2. Fix Via****Windows SmartScreen Settings.

    3. Fix via Group Policy.

    I tried to Run gpedit.msc in Run but it showed the same error. 

    So I decided to Run gpedit.msc on Command Prompt(Run As Administrator). I did everything step by step and then I restarted my PC. But It didn't help.

    4. Fix via Security Policy Editor.

    Run can't find secpol.mscIf There is something which I made with mistake tell me.
