What is... ERROR: Invalid argument specified INFOMSG: C:\WINDOWS\system32\Clipup.exe Usage: ?

Every time I start up my PC I get a window asking "how would I like to open this file?" I select Notepad and see the following error message:

    We should be able to stop this . . .

    Start your PC again, then choose to open that file in Notepad

    What exactly is printed on the title bar of Notepad - i.e. what is the name of the file that has opened in Notepad?
