Windows 7 USB/DVD Download Tool was unable to run bootsect to make the USB device bootable.

My roomates hard drive crashed. He has no Win 7 home premium backup iso I can put on new hard drive. So I tried to install Win 7 home premium iso from microsoft on to a usb flash drive using Windows 7 USB/DVD Download Tool. It said "Files copied successfully. However, we were unable to run bootsect to make the USB device bootable. If you need assistance with bootsect, please click the (Online Help) link above for more information.". I was surprised to see Microsoft Store come up (https://www.microsoft.com/en-us/store/b/home?rtc=1}. Can I run bootsect myself to make my usb flash drive bootable, and can someone explain to me how to do that?

    Funny you should mention that because I just downloaded it as I was submitting this question. If it works I'll let you know. but I can't give you credit for solution if it works. My younger brother called me back while I was typing the question to submit. So he will get the credit for it if it works.
