Ctrl-Alt-Del in Windows 7

After many years now the Task Manager in Ctrl-Alt-Del produces a list (sort of) of active programs but does not provide an option to see performance or all active processes.  It does not even provide me an X to exit the Task Manager.  What have I done to create this situation?

Task Manager is in "small footprint mode."

Double-click anywhere on the border of the Task Manager window.
