I am having the exact same issue. Has anything worked?
Xbox Game Pass game says it is installed but its not (Help)
Not sure if it makes a difference, but my PC shutdown during an install of a Xbox game pass game install.
If i hit the install button, the game immediately "finishes the download" soon followed by the pop-up in the bottom right corner saying game was installed and to check it out.
Game is not in game library, any of my files in my PC, but if i type the games name into my search bar it pops up.
If i click on the game nothing happens, if i right click on the "app" if gives me a bunch of options, NONE of which work (Run as admin, share, uninstall)
None of them work, install doesn't work because the file is nowhere to be found, it's not in apps and features to be uninstalled.
I went through countless forums, uninstalling the actual windows store, Xbox game beta, gaming services, signing in and out, checking everywhere for the game.
Used troubleshoot on literally everything. Updated PC, everything i can think of but the game is nowhere to be found and can't be installed or uninstalled.
Cleared caches in case it was in a temporary or half-installed corrupted state. Nothing works and i'm frustrated.

I'll give you everything possible to repair the store. Even if you've tried a step please do it over in this sequence:
- Try updating Store apps: https://support.microsoft.com/en-us/help/402625...
- Make sure you have the latest Windows 10 version 1903 in Settings > System > About and if not skip to Step 10 to install it by the most stable method.

- Try running the Windows Store apps Troubleshooter at Settings > Update & Security > Troubleshoot.
- Try resetting the Store cache: http://www.thewindowsclub.com/reset-windows-sto...
- If that fails go to Settings>Apps and highlight Microsoft Store, choose Advanced Settings, then Reset. After it resets, restart PC.
- If that fails then reinstall Store. Type CMD in Start Search, right click Command Prompt result to Run as Administrator, copy the following code and paste it into the box using the Edit tools from Box's top left dropdown menu, press Enter:

Start with Step 4 to turn off Startup freeloaders which can conflict and cause issues, then Step 7 to check for infection the most thorough way, then step 10 to check for damaged System Files, and also Step 16 to test a new Local Admin account because of the serious and persistent problem with corrupted accounts. Then continue with the other steps to go over your install most thoroughly.
- If nothing else works then do a Repair Install, by installing Media Creation Tool and then choosing to Upgrade Now. This reinstalls Windows while keeping files, programs and most settings in place, and is also the most stable method to advance to the latest version. http://windows.microsoft.com/en-us/windows-10/m...
If you want you can wait a week for the new version to be released into Media Creation Tool which will do the Repair Install while bringing you up to the latest version by the most stable method.

Now it atleast says an error code which i took a picture of

The game still says it is already downloaded, though no files exist.
If i type the name of the game into the start menu it pops up. Though none of the right click/more options work for it.
Uninstall does not work either so it's basically stuck thinking the game is already an app and downloaded.
I downloaded an uninstall app and even it can't find the data anywhere, i don't think the data exists. I think there is a massive bug somewhere.
ANY advice is better than none i will try anything, thanks everybody.

I've meticulously attempted all your requests, updated everything, troubleshooting, reinstalling various app and programs, trying to re-download the game between attempts while none being successive.
I tried as a last ditch effort to do the repair install, downloaded the creation tool and upgrading, i let it download over-night and came back this morning, still the install would loop endlessly.
I want to give you as much information as possible to aid you in aiding me, if there is anything i can do that will help you understand, message back.
