Windows 10 Facing a ton of problems (Possibly image or registry related)???

Hello, my windows 10 home edition is facing problems I've never experienced before.

QUICK BACKSTORY: Some windows update a few weeks ago screwed the PC entirely. It resulted in the "undoing changes to your PC" message in a continuous loop before windows could load, so I was forced to reinstall windows using the media creation tool. The computer works, but it is not 100%. I've spent almost the whole time I've been awake today looking for solutions. This is uncharted territory for me in regards to image, so if any advice you provide you could dumb it down for me :)

SITUATION:

-I'm unable to install all windows updates. They all fail.

-Using "sfc/scannow" I get the "W indows Resource Protection could not perform the requested operation."

-Using the  DISM commands like "Dism /Online /Cleanup-Image /ScanHealth", I get to 5% before getting

"Error: 582

`An illegal character was encountered. For a multi-byte character set this includes a lead byte without a succeeding trail byte. For the Unicode character set this includes the characters 0xFFFF and 0xFFFE.

The DISM log file can be found at C:\Windows\Logs\DISM\dism.log"`

-Using ``Dism /Online /Cleanup-Image /CheckHealth, it says

`"Version: 10.0.18362.1

Image Version: 10.0.18362.356

No component store corruption detected."`

-Something unusual I've never dealt with before and only just realized maybe it's related to this less-than-ideal install is when I go into screensavers, the timer is always at 5 minutes even after changing it to something else. (I go back into screensaver at it's at 5 min again.) Also when interrupting the screensaver when it's running, the screen goes to the log in screen, even though I have that unchecked (and I have no password set on this PC)

-I've done  chkdsk C: /f /r several times at it looked like any problem in that area was fixed.

-In Windows Recovery Environment, whether doing startup repair, or more grand such as resetting my pc (removing apps but keeping files), I get stop error 0xc000021a.

-When tried reinstalling from media creation tool again, I get "cannot find the Microsoft Software License"

Hope someone can help. Thanks in advance

    Hi, Greg

    thanks for the response.

I decided to retry everything I could find online, and that included whatever things I downloaded. One of those was windows 10 update assistant. For sure since I downloaded previously, I tried it and it didn't work at the time. But by some miracle this time it worked. I then tried windows update and amazingly it completed its updates. I took this as a sign things were working, and I was FINALLY able to use "reset my pc" and was able to the clean install.

Hi Alpha. I'm Greg, an installation specialist, 10 year Windows MVP, and Volunteer Guardian Moderator here to help you.

    1. Compare the install you did with this gold standard Clean Install of Windows which will stay that way as long as you stick with the tools and methods given, has zero reported problems, and is better than any amount of money could buy: http://answers.microsoft.com/en-us/windows/wiki...

The reason I ask you to do this is because no one of millions who have followed the install in that link have ever come back to report problems that I have seen. It is also a great learning experience that will make you permanently the master of your PC because you will learn what works best and have applied it with your own hands.

For example did you wipe the drive of all partitions during a booted Custom install, then click Next to auto-create and format the necessary partitions? Anything less is NOT clean.

    1. If you want to wait to do Step 1 you can go over this checklist to make sure the install is set up correctly, optimized for best performance, and any needed repairs get done: http://answers.microsoft.com/en-us/windows/wiki...

Start with Step 4 to turn off Startup freeloaders which can conflict and cause issues, then Step 7 to check for infection the most thorough way, then step 10 to check for damaged System Files, and also Step 16 to test a new Local Admin account. Then continue with the other steps to go over your install most thoroughly.

    1. Update your drivers and BIOS/UEFI firmware from PC or motherboard maker's Support Downloads web page, using the full model number, Serial Number or Dell Service Tag on sticker. Compare the latest drivers available for download with the ones presently installed in Device Manager reached by right clicking the Start Menu. Make sure you have the latest BIOS or UEFI firmware, Chipset, Display (Video), Sound, USB3, Bluetooth, Network and all other drivers, or else download and install the latest now.

Updating drivers from the Device Manager or Windows Update is rarely enough. The most basic thing we need to learn to maintain a PC is keep the latest manufacturer's drivers installed from their Support Downloads web page.

I hope this helps. Feel free to ask back any questions and keep me posted. If you will wait to choose if I solved your problem, I will keep working with you until it's resolved.
