Hi Maureen. I'm Greg, an installation specialist, 10 year Windows MVP, and Volunteer Guardian Moderator here to help you.

What I do is import pictures into my User Pictures folder which is where they should live, since the Photos app is only a viewer and manager and not the storage location. You can set the Storage locations to draw pictures from in the Photos app > Settings (three dots at top right) which should always have C:\Users\Your User name\Pictures as the default location.

Once the pictures are in Pictures folder then they can be created into Folders as desired by choosing New Folder from the Home tab, name it, drag or select pictures to drag and copy using checkboxes or holding Ctrl button to select multiple pictures. To add checkboxes go into File Explorer > View > Options > Change Folder and Search Options > View > enable check boxes, Apply, Save.

If your Pictures are being drawn into Photos app from other locations, then I would copy them into your User Pictures folder to manage and create folders in this way.

    Maureen -

What 26 pages did you download? The guides I gave you are web tutorials which you can bookmark to read online.

This is Community forums where volunteers help users Do It Yourself. We cannot call you. If you have questions about performing any steps I gave then just ask them back.

If you have a relative or friend who is tech friendly maybe you can show them this and ask them to help you. I will help guide you or them if you just ask back.
