StartupCheckLibrary.dll not found

after updating my device to windows 10 version 1909, a window saying 'There was a problem starting StartupCheckLibrary. The specified module could not be found'. Also, my device does not show activation status,nor the search Icon on the taskbar works. Besides there appears some weird IPv4 subnet length in the WiFi shortcut of taskbar. How can I fix all these issues?

    Follow these steps:

    Press the Start key and type the word CMD or Powershell, right click on the command prompt and select Run as administrator, enter the following commands one by one followed by the Enter key:

    •- DISM.exe /Online /Cleanup-image /Scanhealth

    •- DISM.exe /Online /Cleanup-image /Restorehealth

    •- DISM.exe /online /cleanup-image /startcomponentcleanup

    •- sfc /scannow

    I have the same problem. It was a virus that Windows successfully removed, however it has a registry call for startup that I cannot locate.

    Try run command prompt as administrator and type the following command:

    sfc /scannow

    And press enter and let it run.

    Do you know where this file is located?

    Try open Task Manager and click on More Details and see if there is any suspicious program there?
