Blue Screen Error ; Fail to enter Windows Recovery Environment (WinRE)

Hi Community, 

A week ago, my computer started giving me a "Blue Screen Error" with a "SYSTEM_SERVICE_EXCEPTION" message. It said that I should go to www.windows.com/stopcode . The site gave me instruction that began with getting the Computer into Windows Recovery Environment aka WinRE shutting and restarting the computer three times. But as I tried getting into WinRE, another error message came up.  

I am herein attaching three images. One will show the original error message (it has a QR code on it) & one image will show my second error message.

Can anyone help me to understand what my next step to solving this problem should be?

    Hi Jeffery,

    Thank you for taking the time to respond to my question. I appreciate it. 

    However, my problem does get a little bit more complicated than that. 

    When I shut down and restart my computer 3 times, it indeed takes me to a blue screen page. One of the options on the page is to enter Recovery mode by pressing F1. My problem is that when I do select F1, the computer brings back an error message. On that error message (as seen on the photo of my original message) I am again presented with the option of pressing F1 for Recovery mode. But when I press F1 it just gives me the same error code again and again.  Do you have any advice on this one?

    My name is Jeffrey and I am an Independent Advisor. I would be happy to help you today.

    Try entering Safe Mode to repair

    Press and hold the power button for 5 to 10 seconds to perform a complete shutdown

    Do this three or more times.

    Windows will start in the Recovery Environment and from there you can access System Repair, Safe Mode, Command Prompt

    Go to Troubleshoot - Advanced options - Reset this PC

    Then you will have 3 options:

    Keep my files and applications

    Keep my files

    Not save anything

    Select the option that suits your needs and click Reset

    If after executing these steps you still cannot log in, you can create a Windows USB to repair it.

    I recommend you look for another computer to create a USB and repair Windows
