[SOLVED] High CPU usage and taskbar flickering when I view a folder containing PNG files

I recently received a brand new Dell Latitude 5400 laptop at work which runs Windows 10 Pro x64, and I have noticed that every time I open or view a folder which contains any *.PNG image files, the taskbar icons begin to flash every second or so and I can see the CPU usage drastically increase in Task Manager for Explorer.exe. This happens whether I'm launching a file picker dialog box in a browser or other application, or directly opening a folder in File Explorer.

If there's even one file with a *.PNG extension, the CPU usage jumps from <10% to >60%, along with the other symptoms I mentioned. The symptoms do not occur for any other image file extension, such as JPG, GIF, BMP, or TIF.

I have spent several hours searching online for possible solutions and I've tried multiple troubleshooting steps, including:

-Updating Windows

-Restarting PC

-Running System File Checker

-Scanning entire PC with MalwareBytes (no issues/threats detected)

CPU: Intel(R) Core(TM) i7-8665U CPU @ 1.90GHz, 2112 Mhz, 4 Core(s), 8 Logical Processor(s)

GPU: Intel(R) UHD Graphics 620

OS: Windows Pro 10.0.18362 Build 18362, 64-bits

    When I took a screenshot of Task Manager, Windows Explorer was using 36.1% and Service Host: State Repository Service was using 11.1%, with a total of 67% CPU usage (everything else was 4% or less).

    When the issue is not present, and I'm not doing anything too taxing, the total CPU usage is around 4%.
