8 gb pen drive does not show space in diskpart can not format usb

I have a 8 GB usb and due to some problem 

as discussed here 

I am trying to format my USB disk which is 8 GB in size. When I insert the USB following message pops up

so I decided to format the usb as per a tutorial here

when I execute command create partition primary it gives me the

following error

This is an 8 GB pen drive

now what should I do next?

    I proceeded with diskpart and executed commands in following way

    >diskpart

    >list disk

    >select disk 1

    >clean

    >create partition primary

    >assign letter=F

    and then suddenly I get a pop up from windows subsystem

    as soon as above commands complete I got thing as in screenshot below

    and then I formatted 

    it took 90 minutes I did not do a quick format

    You can see in this screenshot F: is the USB drive I got all the space back.

    This USB disk is working fine now.

    I did not formatted it to be used as Ubuntu live pen drive. I did not replied it on forum because I am not sure of what happened with this pen drive.I  have been travelling a lot and I fear water or moisture in some form has entered this because I have been subject to rainy conditions. That is my only fear.

    I have used this pen drive 3-4 years or longer it worked great.

    I tried formatting with Minitool partition magic free version

    it did not help. A couple of screenshots

    I tried formatting with HP USB disk format utility here is the result 

    then as suggested in last screenshot of minitool partition wizard I tried running the tool in Data Recovery mode.Here is a screenshot, the unallocated space which is showing as 64 Mb in below screenshot is my usb drive.

    then I cleared disk attributes on diskpart (here is a brief tutorial https://www.disk-partition.com/articles/the-storage-is-write-protected-samsung-3889.html)

    I did not played with registry values as given on above link this is a SAN disk USB.

    I also tried AOMEI partition wizard it did not worked.

    I tried a tool AOMEI partition assistant professional wizard.I have got partial success.

    I am giving screenshots below 

    ***********Now you see in screenshot below I have been able to restor 8 GB space in the

    AOMEI Partition Assistant Professional Version

    Now I fire up diskmgmt.msc and I am able to see the full 8 GB space in pen drive which previously it was showing just as 64 Mb

    Now I try to format ihis Disk1 in above screenshot.

    Now you can see in diskmanagement console also I am able to able to see 8 Gb space in the below screenshot.

    However in the Windows Explorer I did not see any thing.

    So I removed USB unplugged it and then re inserted it updated Windows from 1903 to 1909 and then also there was no effect. As of now In diskpart output I can see my USB as disk 1 with 8 GB space.

    So I am trying more things and will post here if I get success.

    All this reinforces my opinion that the drive has failed. It happens.

    Judging by what you've included, my best guess is that the pen drive has failed and that the only usable space in 64Mb. How long have you had the drive and have you used it in the past at its full size?

    Your link on superuser.com has a response. It says: "Have you actually made a bootable Ubuntu USB installer with that? If so you need to recover it for usage as a normal mass storage device (assuming it isn't defective). This -> ampercent.com/recover-lost-space-removable-usb-drive/9352 may give you clues about how to do it. It's not the same as formatting a single-partition typical mass storage device. If using Ubuntu, even from a live session (different USB stick though), MKUSB can be used for that in a very easy way." Perhaps the failure is a result of you using the pen drive as a Ubuntu boot drive and you must fix that as the above states.
