I HAVE FINALLY FOUND THE ANSWER!!! After a lot of messing around and finding out that none of the games "apps" from the store not opening at all or opening for seconds and going back to desktop. If you have windows 10 home and are having the same issue and nothing you tried works, try this it worked for me. https://www.youtube.com/watch?v=3BHCCvI6qqI follow this to the letter. I can finally play my games.
The Outer Worlds won't launch at all
I have done everything I have seen to try to fix this problem, I have the game pass, installed the game (which took forever) from the microsoft store. Opens for a couple seconds then back to the desktop screen. I've tried the CMD prompt thing, I've tried running as Admin, I've reset my PC and re-downloaded the game, I've restarted my PC, everthing is updated, my specs are good enough for the game and still nothing. At one point the microsoft store would not even stay open it would just keep ghosting into nothing but after I reset my PC it stopped. Someone please tell me what the hell I can do to play this on my PC.

2019-11-08T00:01:31+00:00 I think I'm having the same issue right now. Downloaded from Epic store though (also took forever). Just to see if our issues are similar:
- Does the screen turn black for about 3-5 seconds, as if the game were starting, only to revert back to your homescreen?
- Are you running Windows 10 Pro N ( only thing I could think of, since NVIDIA in-game overlay also doesn't work with Windows 10 N f.s.r.)
You can check your Windows version by pressing Win + R, typing "dxdiag" and ENTER.
I thought this issue of mine was an Epic store thing, but as you're describing a very similar situation with another store, it might be something else..
