Your HDD needs to be a "MBR" drive for regular Legacy Bios operation and of the "GPT" for "UEFI" Bios..
Windows will do this for you automatically if doing a Custom Install and deleting all existing partitions on the HDD first..
There is a prerequisite.. The installation media must be configured properly and the proper boot device must be selected.. You have mentioned the Legacy and UEFI in the boot menu..
At times you also need to select Legacy (Normal Flash Drive), or UEFI Flash Drive.. If you make the wrong selection the installation will fail, or you will end up with the wrong configuration..
Based on your first description, my guess would be that if you select the "Normal" Flash Drive you should be good to go... The Create Media process creates a hybrid flash drive that should work on both Legacy and UEFI machines, but is configured in a way
that it may boot as a UEFI drive by default with a lot of machines because of the way it is detected by the Bios.....
