WiFi hotspot with no internet

I want to use the WiFi hotspot to create a LAN without the unreasonable demand that I have an internet connection to enable this feature.

Without an uplink, the WiFi hotspot switch is greyed out for no reason at all, and I'm informed it's because there's no internet connection to share.  I'm not trying to share an internet connection, I just want some local devices to be on the same WiFi network.

I know it works, because if I briefly connect the Windows 10 device to a smartphone WiFi hotspot (And I have to enable data on the phone !?$.&#&!!! darn it!!?) I can then turn on the Windows 10 hotspot then disconnect from the phone. 

Then I can use the windows 10 wifi hotspot and connect other devices to it.  "There's no internet connection to share, but your mobile hotspot is still on".

I don't have a clue why anyone thinks a wifi hotspot is just about "sharing an internet connection."

Is there some way I can enable the hotspot without the ridiculous demand I connect to the internet in order to switch it on?

    perhaps you did not understand well what I meant.

    You have to connect to the internet with the smartphone for just a moment, just enough time to enable the mobile hospot on the PC, then turn off the power saving option of the mobile hotspot. After enabling the mobile hotspot go to the phone and disable the mobile data. In this way the mobile hotspot on the PC should remain enabled and therefore be able to work in the local area without internet. Have you tried to do this?

    It is clear that this is not a solution, but it can be a way or a trick to keep the mobile hotspot running without being connected to the internet.

    I understand your exasperation, but the mobile hotspot was designed to share the internet connection and not to perform different functions. To do what you mean you need a "normal" wi-fi router.

    However, for this your problem you can send a request to the Feedback Hub.

    I understood you, but you don't seem to listen that I cannot usually get an internet connection AT ALL even for "just a moment".  I'm not willing to drive a 50 mile round trip every time I want to use MY radio hardware.

    And you have no idea what you're talking about.  I'm pretty familiar with WiFi equipment, and NO!  They are not designed to "share an internet connection."    That's either sheer ignorance or some kind of BS cover story.  The WiFi chips in these laptops are perfectly capable of operating in hotspot mode without any outside assistance. I have run Linux on one of these machines and it runs a hotspot on the exact same equipment just fine.

    Microsoft software is purposefully throwing a monkey wrench into the works, for whatever reason.   It's not a technical reason, whatever it is.

    Hello ((J (R) C)),

    it seems that some Windows Apps need a gateway to work. Hotspot Mobile could be part of these App categories.

    If you have a modem / router, connect to it with the Windows 10 PC but disconnect your ISP's internet line from the modem / router. Then enable the mobile hotspot from the Settings panel. In this way the system should allow you to enable the mobile hotspot and use it in the local area without internet. Let me know if it works.

    No, I tried connecting the PC to a router with no internet connection but it doesn't work.  It seems Microsoft actually tries pinging some internet server and refuses to enable the hotspot if it cannot find it.

    It makes no sense.

    Hello ((J (R) C)),

    but can you now enable the mobile hotspot by following the procedure I suggested or get the same error as before? Can you post the screenshot?

    it does the exact same thing unless the router is connected to the internet... In my case the router is an android phone with Hotspot enabled and mobile data turned off.   once I enable mobile data, windows 10 is then satisfied it has an internet uplink and Hotspot will switch on.    I cannot always get a live data connection, so thats not a solution.   I do not wish to have to use the phone as the local wifi network router, so thats not a solution either.

    if I have two windows 10 laptops, I see no reason at all I should be disallowed from putting one into wifi hotspot mode and then connecting the other.

    android devices do not impose this ridiculous limitation, there is absolutely no reason to demand a live internet connection OR ELSE sabotage basic device features.

    to clarify, network status must report "You're connected to the internet" or the hotspot switch is disabled
