Error: IME is disabled, Bopomofo is not ready when trying to use Chinese TW Traditional language

Hello 

After my windows 10 version upgrate to 1903, CHinese traditional input bopomofo doesn't work anymore. I have tried to re-install TW traditional language pack in settings, it still failes and prompts error message "IME is disabled, bopomofo is not ready" . Can you please let me know how to resolve this proble.

    Hi,

    I have been researching on this issue and found a couple of things that might help you.

    I would suggest you to try changing the Startup type of Touch Keyboard and Handwriting Panel service and see if that helps. Refer the steps mentioned below:

    1. Select the Start button and type “services”.
    2. Open the Services app and locate Touch Keyboard and Handwriting Panel Service.
    3. Double-click Touch Keyboard and Handwriting Panel Service and select Properties.
    4. Locate Startup type: and change it to Manual.
    5. Select OK.

    You might also want to try running the DISM command and see if that makes a difference. Refer the steps mentioned below:

    1. Type command prompt in the search bar on the Taskbar.
    2. Right click on the command prompt icon and select Run as administrator.
    3. Now, copy paste the following command and hit Enter: DISM.exe /Online /Add-Capability /CapabilityName:Language.Basic~~~zh-TW~0.0.1.0

    I actually went ahead and reset my Windows with all files removed. 

    During the process, there was an option to add additional language and keyboard. 

    Although it took me time backup files, reset windows, and restore files, reseting windows may have saved me time in the end.

    I have tried all suggestions that I can find on the community. Actually, there have been a lot of complains about IME being disabled or not ready. None of the suggestions works.

    I am thinking about reset my MS-10 at this point. 

    Any comment or suggestion?
