You have got it actually.
If any mailboxes are left or if the server is a source server for a send connector, Exchange wont let you uninstall.
Exchange 2016 Server Decomission Process
Hi,
I have 3 Exchange 2016 servers on-premises, out of which 2 servers are hybrid with Office365 & other server is not in used. I want to decommission that single server from Exchange Environment.
I have considered following points in my checklist.
- Will check if any mailboxes on that server.
- Will move the Arbitrary Mailboxes if any to other servers.
- Will check if there is any receive connector is still in used.
- Will check if there is any send connector from this server.
- Once database becomes empty, will dismount the databases on this server & then remove it.
- will uninstall the Exchange 2016 from Control Panel
Apart from this if there is anything I am missing here?
Can anyone please help me with Exchange 2016 server Decommission Process?
Regards,
Raj

First, delete the mailbox databases (except the first and second databases)- Secondly, remove the PF database (if that server has a PF database)
- Check the OABs if the server to uninstall is not a generator neither used for OAB distribution
- Check if the server to uninstall is not used as a Source Server on any Send Connector
- Check the client access protocols (OWA, ActiveSync, WebServices, Outlook Anywhere) if no requests are coming to that server. Remove from HLB pool.
- You also might have to uninstall other agents/products (third party or not) based on Exchange features, such as Antivirus, Backup, Monitoring.
