Windows 10 - Screenshot and Windows Snipping Results in OverExposed images

For some reason, every time i take a screenshot or snip, the resulting images looks like an over exposed (very bright) image.  I have no idea why this is happening. I have updated all drivers. My system software is completely up to date.  Is anyone else seeing this issue?  Dell even replaced my brand new XPS 2-in-1 (with the latest 10th gen Intel Core i7) laptop because they could not figure this out. But the problem persists even with the new laptop. On the screen everything looks normal but the screenshot looks overexposed.  I have included the actual image (right) and the screenshot of the image (left).

    This is due to the HDR settings, I don't know how but I experienced the same problem because my HDR setting was ON and when I turned it OFF, the screenshots appeared normal without any overexposure. Hope this helps you :D

    For screenshot/snipping issues with Chrome, you will need to force change the default color profile. This is likely due to the Windows 10 color profile being HDR or having a wide-gamut which the screenshot/snipping tool is incapable of capturing from the browser.

    Changing the color profile in Chrome will fix it for the browser (while slightly lowering overall image quality):

    1. In the Chrome browser address bar, type: chrome://flags
    2. In the search field, type: color
    3. In the "Force Color Profile" field, select: sRGB
    4. Restart Chrome.

    You can experiment with the other color profiles (Display, HDR10, scRGB, etc); but I've only found the sRGB profile to allow natural color screenshots without issues.

    This is driving me crazy, both the 'Snipping Tool' and (the much inferior) 'Snip and Sketch' have the same problem, when they snip, the over-expose the entire color palette. Text becomes almost unreadable.

    Having to change HDR off and on every time I need a snip is not a solution. There is clearing a bug in these tools. Probably need a third party replacement.

    Is there a bug report somewhere for this? Or somewhere to lodge one?

    I've just fixed this problem on my PC, and the problem was because of HDR just turn it off from the display settings when you don't need it

    Hi. Yes, everything presents as normal. 

    I think I have narrowed  this down to occurring only on the Chrome browser. When I  'snip'or take screenshots on native laptop apps OR on other browsers like IE or FireFox, I don't see this issue. But it is happening consistently on Chrome running on Windows 10. 

    So i am now convinced it is a Google issue, not a Microsoft issue.  My apologies for wasting everyone's time on this community.
