Solution found!
I already checked the Start Menu previous to updating my drivers as directed through an article about synaptics touchpad but it didn't dawn on me to double check after the drivers were updated. So, it appears that updating the drivers brought the Synaptics Touchpad menu item back to the Start Menu and it looks like this.
When you open the Synaptics TouchPad start menu item you get a classic styled window with a full list of customizing options for touchpad gestures. You can press the Settings button and get your full options there. Also on this window is a link to the manufacturer's webpage.
My tought is that the reason Synaptics Touchpad settings aren't available in the main Windows 10 system settings has something to do with copyright and software licensing and ownership issues.
I figured this out on my own and outlined what I did so if this helps someone else down the road then good.
