Office 365 attack simulation training license requirement

I'm an admin for a small business and I want to run an Office 365 attack simulation training phishing test. According to the article below, I need either one of these licenses: Microsoft 365 E5 or Microsoft Defender for Office 365 Plan 2

I want to test all my users. Is it enough to provide the O365 admin (me) either one of these licenses? Or do all the users which I'm gonna test need either one of the mentioned license?

    Each of the users require a license. The functionality itself will (mostly) work if only the admin configuring it is licensed, but if you want to comply with Microsoft's licensing terms, you need a matching license for all users.
    Mostly above means that some details (insights) might be empty in the user is not licensed.
