How to close all files in use?

Locked files aka Files in use: I cannot move folders because they contain files previously in use. Not closed properly after a crash or a removed external HD. How can I find and close all open files under Windows 10?

I don't want to run checkdsk because it will remove needed files without warning.

    Sorry I was not specific enough. This continues even after a restart.

    If the problem is still there after a restart, look in the 'startup' tab of the Taskmanager if the program does not connect every time. Then return to the 'process' tab to close it.

    Do you mean, I should make a new folder, copy the files into the new folder and delete the old?

    In your initial post you wrote:

    This is too vague for me to give you any specific advice. I merely tried to tell you how to unlock your files and folders, using a Safe Mode boot.

    Press Shift+Restart to force the machine into Safe Mode, then move the folders.
