Sorry I was not specific enough. This continues even after a restart.
How to close all files in use?
Locked files aka Files in use: I cannot move folders because they contain files previously in use. Not closed properly after a crash or a removed external HD. How can I find and close all open files under Windows 10?
I don't want to run checkdsk because it will remove needed files without warning.

2020-03-07T20:19:08+00:00 If the problem is still there after a restart, look in the 'startup' tab of the Taskmanager if the program does not connect every time. Then return to the 'process' tab to close it.

This is too vague for me to give you any specific advice. I merely tried to tell you how to unlock your files and folders, using a Safe Mode boot.
