As you can see below, the system requirements are almost the same ... If you have problems with slowness with Windows 10 and want to change, you can try before the 32 bit version of Windows, instead of 64bit.
My personal opinion would really be windows 10 home 32 bit before Windows 8.1 which is almost the same in terms of configuration required but less user friendly than the W10.

Or even do a little cleaning. Sometimes the slowness of Windows can come from malware.
