Can't reset Windows phone

When i launch the phone it doesn't launch windows properly, doesnt ask for SIM card pin, shows the top bar icons, lock screen but no menus, I need to temporarily use this phone cause my current phone died and i need to fix this, but can't access settings and key combinations are not working properly too, i do as said in Microsoft website but as soon as I press a key at the exclamation mark (!) screen it restarts

Weird, it was working last week, cause I tried turning it to let my sister play, she barely touched it.

    you can try using a 3rd party program called WP Internals to re-install the operating system to your phone although this program is really designed for unlocking the boot loader and installing Windows 10 On Arm.

    Thanks, I was also thinking of flashing the rom, I already have one compatible with my Lumia and I was only lacking a method, thanks.

    I only did flashing on Android devices never did on a WP.

    I have already done it, and it did nothing, I seriously ran out of ideas, windows device recovery tool wont install on my pc so i'm screwed

    I would try a soft reset.

    A soft reset does not lose data. it is like pulling the battery.

    With the phone on, hold the volume down button and the power button down until the phone vibrates, release. This takes about 10 seconds. The phone will shutdown and restart. Ignore slide down to power off.

    Don't let anyone play.
