Usually, changes to the registry can cause this, especially if the computer recently installed Windows Updates. Performing a system restore can revert these changes.

Yes editing the registry does fix this temporarily until the next windows update I suppose.
The bigger question is the root cause - "why is it getting changed after an update and how can it be permanently fixed"?
I am guessing this is more a question to Microsoft code writers. I shouldn't be required to edit the register to change a file extension with any update of windows nor should I have to restore windows to some past point....
To the best of my knowledge, this issue started with 1909 release of windows installed in Dec-19
