Metered Network

I keep getting a message that says:  You are on a metered network etc.  What does that mean?

    The metering is from your Internet Provider.  They are the ones that you are paying to access the Internet.

    You need to check with them what your limits per-day or hour are.

    That means that your network is limited to the amount of activity at any one time.  In other words you can not download large amounts of data at one time.  In Settings, Network & Internet, Status click on Change connection properties and then on Set as metered connection to On

    lacrumb - Thank you for  replying to my question. Questions #2-5

      Why is one limited to the amount of activity at one time?  Also why     do I have a metered network?  Does everyone?  And if I  choose to change not change metered connection to ON, will I be billed for it?  And who would be billing me?  I just don't understand, obviously.
