If Your Windows 10 Updates Are Stuck on "Pending Download" A Possible Solution!

Guys,

If your updates are stuck on "Pending Download" or "Pending Install" Go to "Windows Update Settings" Go to "Advanced", there is a slider there "Allow updates to download over metered connections." If you slide this to "On." than the updates will begin to download and install properly. There will be some wait time for awhile, but they will begin to download and install, with Action Center eventually showing a need to restart if applicable.

This was only an issue with two PC's recently updated to build 1909, and it is an issue for many, but not all users. I have been on builds 1803, and 1809 without this issue.   If you are affected, you can go to Feedback Hub, search for "Updates stuck on Pending Download" and upvote this issue.

    Today February 17, 2020, I decided to shut down both of my PC's and reboot my modem, waited for that to finish and than rebooted my router and waited for that to finish.  Did this because both PC's had the stuck "Pending downloads" issue.  We'll see if that helps with the "Pending Download" for Windows Updates.  I also have all Windows Update Services and Background Intelligent Update services set to Automatic.  If users are having Internet problems or Windows Update problems, it is a good idea to shut down your devices and reboot your modem, than your router.  Since new Windows 10 builds are a new version of Windows 10, drivers and network devices that get changed via new version updates can sometimes get corrupted. Reboots of network devices may fix this issue.

    Got some good advice to try, which I did:

    1. Type services in search

    2.) Find Background Intelligence Services. Click on it. Select Stop if running.

    3.) Find Windows Update. Click on it, select Stop if running.

    4.) Go to your C Drive,This PC- Open Software Distribution Folder

    5.) Find Downloads Folder in Software Distribution Folder- Select All and Delete Everything in Downloads folder.  (This deletes the Windows Update Cache NOT Windows Updates Themselves.)

    6.) If you get a can't delete, put a check mark in the box, "Always do the Selected Action." Click OK

    7.) When Deleting is done, close out of everything

    8.) Restart your PC.

    Problem still persists: March 10th, 2020

    The only workaround , and believe me I have done EVERTHING ELSE, And I mean EVERY THING:

    • Go under Windows Update Setting to "Advanced"
    • Slide the "Download Updates Over Metered Connection" switch.  Whether this is on or off makes no difference, you have to do this every month until Microsoft comes up with a fix if you are affected by this issue.
    • After the switch is flipped, updates will begin to download and install.
    • I am NOT on a metered connection, but it is like Windows 10 thinks I am.  Yes, Metered Connection is OFF in WIFI settings.

    And yet, my Windows Defender AV updates are automatically downloading and updating just fine,

    I'm trying this method ... https://www.microsoft.com/en-us/software-download/windows10 just hit update. Now it's currently updating... will post back once it's done.
