2020-03-19T01:30:33+00:00 Yes I agree. That Window should only be popping up after pressing Alt + F4 if you're focused on your Desktop. Now if you have The Classic Start Up Menu, you may need to disable it and switch it back to default. May I ask what is the build of your operating system? You may check it by pressing Windows Button and R and typing "winver" under run command. We have to research on that more but for now, I may not have an answer to your inquiry. Keep save with this Pandemic Virus we got now.

2020-03-19T01:05:11+00:00 Are you pertaining to this kind of Window every time you click on the Shutdown button? This should only appear once you press Alt + F4 if you're on your Desktop. It shouldn't be popping up. You may also need to check the Advanced Power Option to make sure that Shutdown is selected.

2020-03-19T00:38:30+00:00 Hi Ratdogtwo, This is Ken F. One of the Individual Advisor and a fellow user. I agree that it's kinda odd where in you are asked to do something else wherein, shutdown button of Windows 10 from Start Menu should do the work. You may check the settings by visiting Control Panel >> Power Options >> System Settings. Under Shutdown Settings, you may see options that are grayed out, you have to click the "Change Settings that are currently available" on the top part of the Window.
If you're having difficulty in changing it, you may follow this article that discuss Shut down, sleep or hibernate function on your PC and will show you how to change the settings on the Power Option as well:
