Realtek Audio device Code 10 cannot start and unable to update

My headphone and mic jacks on my pc do not work and I have been trying for hours to get my on board sound working. I got the realtek drivers from my board manufacturer and every time I install them I get (Code 10 : Device cannot start.) I have tried updating and I have the newest driver so I am entirely stuck here.

I have tried many different realtek drivers and none work, not even the one supplied by the manufacturer so I would really appreciate if anyone could walk me through how to actually get my sound working.

I have a Z390 Phantom Gaming 4 board and Intel i5 9600K chip.

    I have tried updating drivers - all give me code 10 cannot start.

    Windows Audio service is running.

    My device doesn't show up in playback options. It is not detecting any devices because I don't have realtek audio manager and no attempt to install it has been successful. 

    I do have a generic "High Definition Audio Device" which allows me to play sound through my monitor speakers, but the audio jacks on my pc for headset are not detecting anything. I can't play sound any way but my monitor.

    My headset does have a splitter and I tried it in the CI1 with updated drivers before. Audio was fine but couldn't recognize any input devices for some reason. I could try updating the bios but the website warns that it can break a lot of stuff so I was wary of doing it.

    Audio has never, ever registered on this pc without an external card or hdmi monitor even when I first built it. I even took it apart and checked all the connections on the board today and the front panel, etc. It all looked good according to the diagrams in the manual so I really think the board sound was broken from the start but it's hard to say for sure. Gaming head set is LucidSound LS25.

    Okay I tried powering off, unplugging, holding power button for 60 seconds. Nothing happened. I also tried uninstalling the hdmi audio that keeps reinstalling itself and then switching to an old monitor with only VGA and no speakers. So It should not be getting confused, however the "High definition audio device" that doesn't work keeps reinstalling.

    There are also TWO audio controllers in system devices. All of these are constantly reinstalling, even if I uninstall they immediately reappear. I just want to use my realtek driver and for the life of me cannot get it to install!

    It really feels like this hdmi audio for my monitor is disabling my on board sound. I noticed in my BIOS my board's sound IS enabled but states that it will be automatically disabled in the presence of another sound card. My computer seems to be seeing the monitor as the absolute only output and will not even detect devices plugged into the jacks for the board at the back. Searching through countless threads online I've seen a few others where people saw a video cards hdmi audio "replace" or disable their on board sound and very few had any luck in fixing it. My problem could be that or it could be a faulty board or any number of other things. I would just really like to be able to use my headset with microphone and to find a solution for all others who have this problem.

    Connor, I gave you two specific methods to update drivers. These do not involve using the Device Manager which is ineffective because it only checks WIndows Update. Did you try both methods I gave? The reason I ask is that most people do not. I saw that you had tried installing drivers, so I wanted to be sure since your error is a driver rejection error.
